Better health, higher life expectancy achievable in FCT through SHDP 11

Federal Capital Territory Administration (FCT) has indicated that it needs N61 billion as funding for the Strategic Health Development Plan (SHDP) 11 2018-2022. Only recently, the Health Sector Resource Mobilization Plan was launched in Abuja.

The plan in fulfillment of the provisions of the National Health Act 2014 would focus more on the people living in the rural areas and benefit more children under the age of 5 years, women as well as the elderly. The plan covers a minimum four-year package for FCT Primary Health Care sector, and seeks to establish and provide specific guidance on the reason to deepen investments in the health sector and the outcome objectives to be achieved.

This includes substantial improvement in the health system and service delivery with the aim of reducing disease burden, increasing life expectancy and healthy years for the FCT populace. It is a known fact that health care service delivery is labour-intensive in addition to it being capital-intensive and therefore requires sustained fund mobilization on annual basis.

African Union member-states met in Abuja in 2001 and made a joint Declaration to allocate at least 15% of individual nation's annual budget to health. Subsequent indications on ground show that this has however, remained a mirage in view of dwindling national revenue. Therefore, the FCT Health Sector Resource Mobilization Plan 2018 – 2022 is a pragmatic response for mobilizing about N61 billion to finance the FCTA Health and Human Services Secretariat's Strategic Health Development Plan 11, 2018 – 2022 which has a funding gap of N88 billion.

This innovation is expected to progressively shrink the funding gap from 36% to 19% of projected cost. The programme when fully implemented, has soul-lifting salutary ends. For instance, it is expected to yield maternal mortality reduction by 24%, infant mortality reduction by 26%, and Under-5 mortality rate slash by 21%. Again, an additional 31,254 children's lives will be saved between now and 2022; about 400 maternal deaths averted by 2022 and a productivity loss of N51.1 million per maternal death avoided through the provision of life-saving maternal health services.

This plan by FCTA is a step in the right direction and should be commended. This is because it is a response to several calls and demand by residents for improvement in the health sector. Moreover, the health status of residents, especially women of productive age and children, has remained a thing of concern and a rather unpalatable issue in years gone by. This move it also should be noted, will yield substantial improvements in the health system and service delivery to reduce disease burden, increase life expectancy and healthy years for FCT residents.

We therefore salute the FCT Minister, Malam Muhammad Musa Bello as well as the Health and Human Services Secretariat for yet another giant stride. But there should be efforts aimed at ensuring the full implementation of the SHDP 11 and its sustainability also. The plan is indeed a strategic prospect for expanding fiscal space for health in the Territory.

The Minister said this during the presentation of FCT 2020 statutory budget to the joint sitting of the Senate and House of Representatives Committees on the FCT.

To ensure strict compliance with the Abuja Master Plan and permanently tackle traffic situation within Gwarinpa the Federal Capital Territory Administration (FCTA) said it would remove no fewer than 850 makeshift shops/houses (popularly called 'batchers') and shanties along the N16 road.

Speaking to journalists last week during commencement of sitting of a mobile court at the head office of Directorate of Road Traffic Services (DRTS), popularly called Vehicle Inspection Office (VIO), in Mabushi, Abuja, authorities of the organization defended the establishment of the court saying it was set up by FCTA to decide the fate of traffic offenders.

Ahead of the planned revocation of plots of land situated in serviced areas of Federal Capital City (FCC), the FCT Administration (FCTA) has inaugurated a task team to holistically verify all identified undeveloped plots of land where infrastructure has already been provided.

Malam Bello made the pledge when he received a delegation of the FCT Sharia Court of Appeal led by the Grand Khadi, Justice Ibrahim Rufa'i Imam who was on a courtesy visit to FCTA.

Minister of State, FCT, Dr. Ramatu Tijjani Aliyu, made the clarion call and promised to reward such corps members who distinguish themselves during the one-year mandatory service..
