In what can be described as ecstatic joy, a total number of 6,905 residents mostly the elderly and poorest of the poor, beneficiaries of the Federal Capital Territory (FCT) Cash Transfer in the three selected Area Councils have reasons to thank President Muhammadu Buhari and the FCT Minister, Mallam Muhammad Musa Bello for putting smiles on their faces after they collected their N10,000 stipends recently in the fourth tranche disbursement in the various pay centres in Abaji, Kuje and Kwali Area Councils.

Speaking exclusively with Abuja Digest weekly at the Abaji East Primary School Payment Centre during the payment exercise, Head of Unit, FCT State Cash Transfer, Dr.Luka Ayuba Maje, disclosed that a total number of N69,050,000 was disbursed simultaneously to beneficiaries in the selected Area councils. "This is the fourth payment cycle in Abaji Area Council and in the other Area Councils but as for this pay-point, it is the first time that payment will be made here but the second disbursement to 1,138 beneficiaries, representing the highest number of beneficiaries of the four pay centres in Abaji with a total of 3,500 beneficiaries'.

The data of the beneficiaries in this ward, Nuku ward, has just been recently included, and other payment centres in Abaji are in Abaji North, Rimba-Ebagi, and Yaba Wards, where payments are ongoing simultaneously. There are four payment teams being deployed to the various centres to attend to beneficiaries," he quipped. Responding to what measures have been put in place to address the numerous complaints and challenges of beneficiaries who could not get their stipends who thronged the payment centre, Dr. Luka said, "the programme is articulately crafted to envisage some of the challenges which arose primarily as a result of migration from one operating system to another as more and more beneficiaries are being enrolled and many states coming on board.

Constant upgrade of operating systems, soft-wares, and approach occasioned some challenges being faced''. However, the Kobo-collect, is our innovative solution to technical issues and problems such as mix-up in households, wrong assigning of family members to a household are being addressed. In the long run, the affected persons will get their arrears once they have been properly reenrolled. This had not been done before, but from information reaching us now, the system is a bit more stabilized, arrears will be paid to beneficiaries who missed their payment in any of the payment cycles for one reason or the other. Once their case have been ascertained by our field officers."

Dr. Luka said the impact assessment of the program has no doubt been very encouraging. ""The impact of the exercise has been impressively massive. Still in the fourth payment cycle, some of the beneficiaries have already been lifted out of the poverty line. The savings Group Mobilization ongoing in the various communities has exposed beneficiaries to teachings on basic livelihoods, coaching and mentoring and this has resulted in some of them acquiring implements and appliances for business, many have started farming on a larger scale, whilst some others have purchased livestock for rearing. Furthermore, others have started a petty provision kiosks from their savings which they disburse to each beneficiary rotational", he surmised.
