NO MORE GRACE FOR PROPERTY FEE DEFAULTERS AS FCTA BEGINS ACTION ON OVER 1,000 REVOKED TITLES

The Federal Capital Territory Administration (FCTA) has announced the end of the grace period earlier granted to property owners who defaulted in paying mandatory title fees. This development comes as the Administration begins enforcement actions against 1,095 property titles that have already been revoked for non-payment of ground rent and land-use conversion fees.

The confirmation was contained in a statement issued on Friday, 28 November 2025, by the Senior Special Assistant on Public Communications and social media, Lere Olayinka.

The statement reads in part: “The Federal Capital Territory Administration (FCTA) has commenced enforcement actions on a total of 1,095 property titles in the Federal Capital Territory (FCT) that were revoked over non-payment of Ground Rent, Certificate of Occupancy (C-of-O) bills, Penalty/Violation fees, and Land Use Conversion fees.

“The affected properties are located in Asokoro, Maitama, Garki, and Wuse districts of the Federal Capital City (FCC).”

According to the statement, property owners repeatedly ignored several public notices published by the FCTA from May to November 2025 across national newspapers, online platforms, and television stations, urging all defaulters to settle their outstanding obligations or risk losing their titles.

The FCTA explained that a fresh notice was published on Friday informing the public particularly property holders that the FCT Minister had approved the commencement of enforcement actions on the 1,095 affected properties.

Despite multiple reminders requesting settlement of liabilities such as ground rent, C-of-O bills, penalty/violation fees, and land use conversion fees, the Administration said many title holders failed to comply.

The statement emphasized that the continued refusal to pay contravenes the provisions of Section 28, Subsections 5(a) and (b) of the Land Use Act, as well as the terms and conditions governing the grant of Rights of Occupancy.

With the expiration of the final 14-day grace period on Tuesday, 25 November 2025, the FCTA said it will now proceed with enforcement actions on 835 properties defaulting in ground rent payments and 260 properties defaulting in violation and land use conversion fee payments.
